With less than a week to the Democratic Party’s highly anticipated Delegates Conference in Mbarara on May 30, Hon. Sebamala Richard has expressed serious concerns over what he calls a deliberate and systematic effort by the current party president, Hon. Norbert Mao, to block fair competition within the party.
According to Sebamala, Mao has announced that only delegates with official invitations will be allowed to attend the conference — a strategy the legislator believes is intended to exclude genuine delegates who may not support Mao’s leadership.
Even more alarming, Sebamala notes that Mao has stated he will only invite a number of delegates sufficient to form a quorum — a move that would grant him full control over who gets a say in the party’s leadership transition.
This is a calculated attempt to lock out my supporters and tilt the conference in his favor,” said Sebamala.

To date, the DP Secretariat has not released the official list of delegates, a delay Sebamala believes is another ploy to cripple his campaign efforts and prevent him from reaching the electorate. “With less than seven days to the conference, it’s clear this delay is not by accident,” he said.
Despite these obstacles, Hon. Sebamala remains undeterred and has issued a strong call to action: “The DP Constitution is clear about who qualifies as a delegate. It does not require an invitation. Every delegate who knows they have the right to vote must come to Mbarara — with or without an invitation.”
Sebamala maintains that he is prepared to face the conference with courage and confidence. “Let no one be fooled — this is a battle for the soul of our party. I will not back down, and I believe the will of the people will triumph.”
This unfolding tension raises urgent questions about internal democracy within Uganda’s oldest political party and is likely to draw the attention of party members, civil society, and the wider public.
